The definition of ‘early school leaving’ (ESL) used at EU level refers to ‘those young people who leave education and training with only lower secondary education or less, and who are no longer in education and training’.
In statistical terms, European ESL rates are measured as the percentage of 18-24 year olds with only lower secondary education or less and no longer in education or training.

Early School Leaving is a serious phenomenon for young people because it can lead to social and economic exclusion, low employability and low self – confidence. ESL is a problem from both the social and economic point of view: in a modern democracy, responsible and active citizenship requires high levels of education and economic development needs a good education for the "human capital" necessary for the "Knowledge Economy".
The name of the project, Below10 recall the objective of "Europe 2020": reducing the ESL EU rate below the 10%.

The Project

Below 10 is a three-year project that aims:

  • 01.
    to develop transversal and multi - disciplinary solutions and methods to improve the skills which both schools and informal education actors need to work together
  • 02.
    to introduce didactic methods oriented to re - motivating all students, included those more disadvantaged
  • 03.
    to develop local strategic local medium and long term plans to prevent and tackle ESL.

Goals

  1. To implement a social qualitative research of drop - out aspects and causes in the Partners' countries that can be considered paradigmatic of the generality of European contexts

  2. To build and test a model of training and participative co-project planning based on an Action/Research which allows and enables the local actors to study ESL in their territory, to innovate learning systems and to elaborate together a local integrated plans of action against ESL.

Expected Results

  1. Raise the awareness on the relevance of ESL and on the impact in terms of social exclusion, injustice and deviance risk

  2. Raise the awareness on the needs of systematic responses mainly based on prevention

  3. Increase the knowledge and the abilities of teachers and educators to use innovative tools and approaches or inclusion and school success.

Outputs

1.Stories of young drop-out.

A social survey on success and failure causes.

  • To carry out qualitative social research on the causes of the ESL and its modalities, in the different countries.
  • To provide an updated picture of the panorama of the different profiles of young drop-outs in the European territories involved in the project.
  • To provide a picture as up to date as possible on the characteristics of current school dropout to those who study the phenomenon of ESL and those involved in the fight against the phenomenon.
  • To include and to be sensitive to the individual, the local and the European levels in the final analysis and deliverables.

2.Learning by doing.

Local Communities work and learn together to prevent and reduce ESL and drop-out. A syllabus based on the results of the first output (Stories of young drop-out) and on an Action-Research process involving all the stakeholders participating at the local networks.

  • Capacity building and cooperative learning of all the stakeholders involved in the ESL phenomenon.
  • To design, test and improve of a training model for education professionals, replicable at European level.
  • To build a common vision on ESL and school drop-out
  • To develop pilot experiences that can be good practices to be replied in other EU territories.
  • To design and plan Local Integrated Plans of prevention and combat the phenomenon.
